New macro. Changed the spacing from 5 to 3.

* gtk/gtkscrolledwindow.c (DEFAULT_SCROLLBAR_SPACING): New macro.
   Changed the spacing from 5 to 3.

* gtk/gtkmenubar.c (BORDER_SPACING): Changed the extra spacing on
  the menubar from 2 to 0.
